Forum Attachment dialog different for admin vs. user?
 

When I log in as an admin and click on the attachment button in the editor I get a window that looks like the one on this site:

However if I am logged in as a user on my site I get a different dialog box:

I can't figure out why. I have looked in the users, user groups, message attachments options, etc. and can't find anything that would differentiate this. Any suggestions? I've disabled my installed mods with no change in behavior.
