CMS Usergroup setting suggestion -Can View Forum-
 
"Can View Forum" should read "Can View Forum & CMS"

OR

CMS View Permissions should have their own section within usergroup settings. Took me a while to figure out that this setting affected usergroups ability to see CMS homepage.
