Does VB have any way of accessing a folder and sub folders on my hard drive for members to download from?

Can members upload to a certain dir on my hard drive?

Is their any way to use a upload to download ratio system?

In short I am trying to use a FTP type system using PHPBB to make it easier for members to access who are not sure how to use FTP servers or clients.
