error upgrading from VB5 Beta 14 to Beta 15: memory exhausted

I am trying to upgrade from Beta 14 to Beta 15 and it is getting to Step 12 then aborting with the following popup:

Fatal error: Allowed memory size of 134217728 bytes exhausted (tried to allocate 53349 bytes) in /web/fishingzone/forum/core/includes/class_diff.php on line 170



php memory was on 128M so I increased it to 256M in php.ini after I got the error the first time, restarted apache, tried re-running the upgrade script and same thing.

I then reinstated the original database, re-uploaded the Beta 15 files via FTP, and completely re-ran the upgrade script from scratch - same thing.

We have 3 mods installed - I can post details if this is relevant.
