Forum Ads not showing properly
 

In selecting Global > Header2... the banner shows up only in Header1 and never Header2. Header2 is the space beneath the login creds in the upper right corner.
This problem happens in the default vB theme so I know it's not an issue with my custom skin.

What can be causing this error? I'd like to place the ad in that spot and would love some input.
