Forum templates not working right

Hello,

I made a template style that works great when I'm logged into the forum, but it resorts to he default blue when someone first hit the forum page and isn't signed in.

The blue image is what people see when they go there and the red version is what I want them o see even if they're new and not signed in but it's not working and I set the order so the one I want is at "1" and the default is set to "2", yet it still shows wrong.

Please help.
