Include file contents in header/footer templates
 

On our html website, certain page elements which could change, such as the navigation menu, are added to each page via server includes of the contents of various txt/html/js files.

We would like to include some of those elements in the vBulletin header and footer templates rather than coding them into the templates, but can't figure out how to do it since phpinclude is not permitted there.

Is there a way to include other website data in the vBulletin header and footer templates other than direct coding?
