Is there a control to prevent excessive quoting in vBulletin, where people quote a great long passage of text (usually a whole post) then only write a couple of lines them self?

Also, when quoting, a quote starts [quote=username,number] what does the number mean?

and can it be excluded if manually inserting a quote?
