Opening OHCHR permanent office in Bahrain will secure the implementation of the recommendations
Al-Wefaq Always ready for the Dialogue; and Calls for International Auspices

AL-Wefaq National Islamic Society issued a statement on Friday (21st September 2012) emphasizing the call from the democratic countries in Geneva to initiate a serious and meaningful dialogue in order to resolve the political part of the crisis in Bahrain. As, the minister of Foreign Affairs has vowed to go for dialogue in front of the HRC.

AL-Wefaq National Islamic Society issued a statement on Friday (21st September 2012) emphasizing the call from the democratic countries in Geneva to initiate a serious and meaningful dialogue in order to resolve the political part of the crisis in Bahrain. As, the minister of Foreign Affairs has vowed to go for dialogue in front of the HRC.

Al-Wefaq welcomed all clear calls for serious and meaningful dialogue which can realize the transition to a real democracy in Bahrain, as per the international principles.

Al-Wefaq assured its immediate readiness for the dialogue which the minister expressed his government readiness to; in front of the international community.

“We call for the international community to patronage this dialogue”, Al-Wefaq added.

“We believe that the repeated calls from the UN and international community for a serious dialogue in Bahrain prove a remarkable understanding of the depth of the political crisis and the need for such meaningful dialogue. We welcome either an international or UN auspices to secure its seriousness”, Al-Wefaq stated.

Al-Wefaq pointed out its agreement with most of points raised by the democratic countries, human rights and labor organizations. “We call these countries and organizations to supervise the time the GoB will take to implement BICI recommendations and its UPR pledges in Geneva; where all must ask the regime to implement these pledges on ground as per clear timetable”.

“The immediate acceptance to open a permanent HCHR office in Manama with full mandate; putting within its responsibilities to closely and impartially evaluate the implementation progress for BICI and Geneva recommendations, shall be a test for the GoB seriousness. There is no justification to reject this if Bahrain is serious in respect and appreciate the human rights”.

“Accordingly, we call the democratic countries, the OHCHR, the UN General-Secretary and the international human rights organizations to test the seriousness of the regime in Bahrain to commit to its pledges and respect of human rights by calling it to immediately accept to open a full-mandated and permanent office reporting directly to the OHCHR. The regime refusal will definitely mean it is not serious to implement BICI and Geneva recommendations”, Al Wefaq emphasized.

Al-Wefaq, also, welcomed the statement of Mr. Michael Posner, U.S. Assistant Secretary of State for Democracy, Human Rights and Labour, who told reporters in Geneva that "a stable, democratic healthy Bahrain, one where human rights issues are dealt with appropriately, is a country that's going to be a strong ally and we need that".

Al-Wefaq express its appreciation for such clear statement to adopt the necessity of a real democratic transition in Bahrain. “We call the rest of international community to upgrade the political stances of their countries to match the US level of speech; which clearly adopt the transition to democracy as a solution for the crisis in Bahrain”.

On the other hand, Al-Wefaq praised all interventions from the democratic countries; especially the US, the UK, along with Austria which represented Belgium, Denmark and Germany. In all, these interventions called for a full implementation of BICI recommendations as per a explicit timetable, releasing all prisoners of conscience, and stop insulting human rights defenders who collaborate with UN mechanisms.

“All officials; including the security forces who perpetrated the violent acts against people must be held accountable. We are deeply concerned about the harsh sentences of a civil court which upheld the same sentences of a military courts against human rights defenders; keeping in mind the allegations of torture which have been ignored”.

These countries emphasized on the need of assuring the accountability against human rights violators. They, also, highlighted the need to integrate all Bahraini society components in the security services which need to be reformed. All cases related to labor must be resolved; assuring the free role of trade unions. All criminal charges must be dropped from the cases of whom peacefully expressed their political views.

At the same time of welcoming the GoB pledges, these countries express their concerns about the delay of implementation after 10 months since BICI report was issued. These countries agreed that there are much more needs to be done.
