Is there any way I can set download quota per member per month = 2?

I have a member forum that has a monthly Paid Subscription fee of a few bucks and members can download my products after subscription. The problem is I kind of worried that people would just subscribe for ONLY one month and then download all my products which is worth nearly a hundred dollars.

Any way I can limit that?

I'm thinking of 2 ways:

1. limit download quota per member per month = 2, which means he or she can only download 2 products per month
2. only members that have been a subscribed member (paid x monthly subscriptions) for more than x months can download certain products

Any idea? Thanks a lot! Would be willing to pay for this to be done.
