Thank you Madam President,
I am honoured to be addressing the distinguished representatives in attendance at the Human Rights Council today. My name is Maryam Al-khawaja, and I am the Acting President of the Bahrain Center for Human Rights. Between the last session and this current session of addressing the UPR on Bahrain, the human rights organizations have continued to document the deteriorating human rights situation in the country. Despite the given opportunity, the government of Bahrain continues to commit massive widespread violations while failing to implement many of the recommendations of the Bahrain Independent Commission of Inquiry (BICI). The security forces are still using excessive force to repress all daily protests. Security forces continue the unprecedented use of tear gas during protests and inside residential areas. Also, arbitrary arrests using excessive force on the streets and during home raids by beating and insulting detainees are still ongoing and are not excluding minors. Many detainees are held in very bad conditions in the prisons and systematic torture is still ongoing in official and unofficial torture centers.
The situation of targeting human rights defenders and the use of reprisals has dramatically escalated. Human rights defenders are constantly arrested, mistreated and the government continues to use the judiciary system as a tool to lock them up. Most, if not all of their charges are based on freedom of expression.
During the last UPR session, the government of Bahrain continued to deny that there are ongoing human rights violations, and stated that there are no political prisoners when today there are approximately 1400, 50 of whom are under 18. After the UPR in 2008, we saw 4 years of failure to implement recommendations made. We urge the human rights council and member countries to put pressure on the government of Bahrain to make sure that we do not face another 4 years of failure. The lack of international consequences has emboldened the government of Bahrain.
The following are our recommendations:
• A special session on Bahrain at Human Rights Council
• Pressure to allow the setting up of an office for the OHCHR in Bahrain
• A joint statement under item 4 which calls for the following in the next HRC session:
o Protection of human rights defenders
o Access to adequate medical treatment and demilitarization of hospitals
o Access for special rapporteurs and international human rights organizations into the country
o Pressure to stop reprisals against people who travel to Geneva
• A fact finding mission for the OHCHR
• An inquiry into the implementation of the BICI recommendations
