CMS Unable to CHMOD CSS Files

I am at the end of Google / VB search and have this narrowed down but need to see how I can get around my permissions issue.

Right now I have the 'Store CSS Stylesheets as Files' set to yes. From my research I have found that once this is done there is no ownership of the file which is preventing me from CHMODing the file to allow for updates.


My CMS Categories spacing needs to be modified. How can I get permission to update the cms-rollup.css file?
