CMS 4.0.2 CMS Section Display Management - Help me understand this please

I have been looking forward to seeing how sections and subsections will be managed. Glad to see some changes but please explain these two things.

1) When editing the section in the front end, there are now 3 places to select sub-section content. Section Information >> Content From dropdown box then Publishing Options >> Sub-Section Content radio button then Content checkbox Display Content From Sub-Sections.

My question is, do these do the same thing? I can figure it out with enough testing but would like to know the purpose of having 3 please.

EDIT: On the static content portion below I figured out the "Show on Section Page" radio button in the edit page view. However, it still shows up when logged in as admin which threw me off.

2) I am still fuzzy about how we can add static content, but since that term has inspired too many too long threads please help me this way.

I want to write a Privacy Policy. And I want to use the newest first setting on my home section. What is the best way to add this so it does not show up as an article preview.
