Looking for a reliable forum host provider
 

Me and some friends are planning on making a vBulletin themed forum that will have lots and lots of writing and pictures (reviews).
We aren't to knowledgeable in this field so a host that can include the setup of vBulletin would be a life saver.

I only have a budget of $35 so hopefully there is a provider that will have a reliable plan that includes setup of vBulletin and a free domain name.

So basically we need:
A reliable host with fair uptime
Setup of vBulletin software
Free domain (hopefully you can squeeze it in my $35 budget)
$10 a month is stretching it, $12max if its really good.
